YOUR telegrams Nos. 153 and 154 of 8th July : Opium.
We have not yet officially recognised Portuguese Government, and have declined to discuss question further pending a satisfactory settlement in regard to Separation Law. We could not therefore well approach them at present in manner suggested by Chinese Government.
No objection would, however, be raised by His Majesty's Government to closing of ports to uncertificated opium if China decides on taking this step without awaiting Portuguese assent.
We assume that Chinese Government have duly considered question of difficulties which may arise from importation by nationals of Portugal or other treaty Powers who have not yet notified assent, for which we cannot of course accept any responsibility, though we are anxious to see all difficulties overcome.
